Doubt Cast on Green Norm Compliance for Tax Perks
In the last six years, the number of Pune property owners claiming a tax rebate for green buildings has nearly doubled from 86,000 in 2019-20 to over 1.5 lakh in 2024-25. The Pune Municipal Corporation (PMC) offers a 5-10% tax discount to properties that install eco-friendly systems like solar panels and vermicomposting units. While this sounds like a positive step on paper, many citizens and environmentalists are now questioning whether these “green” features are genuinely in use. They argue that although buildings are getting tax cuts, the PMC lacks a strong mechanism to ensure that the facilities are actually maintained and operational.
PMC officials say they conduct surprise inspections and revoke discounts when non-compliance is found, but activists insist more vigilance is needed especially since the number of properties under PMC’s jurisdiction has grown to 12.5 lakh after village mergers. With PMC raking in over ₹2,600 crore from building permissions last fiscal, experts say the civic body must do more than just encourage green installations it must actively verify that they’re functional. As one activist put it, “If PMC mandates these eco-friendly setups, it also needs to ensure they serve their purpose, not just remain decorative checkboxes for tax benefits.”
