High Court Clears Deck for New PMRDA Development Plan

In a major development for urban planning in Pune, the Bombay High Court on Tuesday disposed of eight petitions challenging the Pune Metropolitan Region Development Authority’s (PMRDA) draft development plan (DP), after the PMRDA submitted an affidavit announcing the withdrawal of the existing draft. The agency now plans to begin work on a fresh 20-year DP that reflects current ground realities and future requirements. Officials confirmed that preparatory work has already started, and the new plan will factor in updated data and address service backlogs. The fresh roadmap aims to align with state goals and meet the region’s evolving infrastructure and development demands.

However, a separate petition filed by activists challenging the state government's decision to make PMRDA the planning authority for 23 villages merged into Pune Municipal Corporation (PMC) limits will continue to be heard. Petitioners argue that PMC, and not PMRDA, should rightfully hold this authority under constitutional provisions. The next hearing for this petition is scheduled for August 25. Meanwhile, officials stated that the process to officially cancel the old draft DP will be sent to the chief minister for notification, paving the way for a comprehensive new planning exercise across the Pune Metropolitan Region.
