Seven Builders 22 Fake Sale Deeds and Now Maharashtra Builds a Digital Wall Against Property Registration Fraud
Maharashtra's state registration department is integrating the Building Plan Management System BPMS of the urban development department with its property registration platform and linking digital maps and land measurement records from the settlement commissioner's office to create a unified digital verification system before any property document is registered. The decision was triggered by the recent Ambegaon property registration fraud in which police booked 22 people including seven builders and developers for allegedly registering 22 sale deeds using forged approvals purportedly issued by PMRDA and PMC. Deputy inspector general of registration IT said two to three coordination meetings have already been held with relevant departments and the integrated system is expected to be operational before Diwali after necessary testing and validation. Once live registration officials will be able to digitally verify building permissions sanctioned plans land measurements and ownership records on a single common platform replacing much of the existing manual verification process.
The unified system will enable real time cross verification of sanctioned building plans with property cards 7/12 extracts survey maps ownership records and land measurements before a sale deed is registered allowing officials to detect discrepancies in plot dimensions ownership and survey boundaries before transactions are completed. Simultaneously cadastral maps survey sketches and land measurement data from the settlement commissioner's office will be integrated to verify if the land being transacted matches official survey records. Consumer activists welcomed the initiative but said it should have been implemented long ago pointing out that the current gap between planning authority approvals and registration records has long been exploited by fraudsters to push through illegal property transactions at the expense of unsuspecting buyers across Maharashtra.
