Housing Societies Await Single-Window Clearance for Self-Redevelopment

Nearly 10,000 cooperative housing societies in Maharashtra, particularly in Pune, Mumbai, and Thane, are eager to initiate self-redevelopment but are facing delays due to the lack of implementation of the single-window approval system proposed in 2019. The state housing department had issued a government resolution (GR) on September 13, 2019, to streamline the clearance process for buildings over 30 years old, with the Maharashtra State Cooperative Bank designated as the nodal agency. However, clearance hurdles from multiple departments have caused societies to hesitate. The Maharashtra State Cooperative Federation stated that nearly 50% of the state’s 1.25 lakh registered societies are considering redevelopment, but thousands have put their plans on hold due to bureaucratic challenges. The federation has urged the Chief Minister to implement the 2019 GR, emphasizing that a single-window system will expedite the approval process. Additionally, the government had proposed a 4% subsidized loan for societies opting for self-redevelopment, which could provide further financial relief.

Members of societies seeking self-redevelopment have expressed frustration over delays in securing clearances from departments like property tax and electricity, with some stating that the process could take years. Despite the government’s announcement that deemed conveyance for such projects should be granted within a month, state cooperative officials confirmed that no self-redevelopment plans had been submitted. Federation members highlighted that the Centre, through the National Cooperative Union of India, is promoting self-redevelopment to make housing more affordable. However, unless the government simplifies the rules and accelerates the approval process, these projects will continue to face setbacks. Many are now urging the Chief Minister to push for immediate implementation of the single-window system to remove bureaucratic bottlenecks and facilitate timely redevelopment.
