Only 2 Lakh Urban Homes Built in Maharashtra Under PMAY Against 19 Lakh Target in a Decade

The Maharashtra Economic Survey 2024-25 has revealed a significant shortfall in the implementation of the Pradhan Mantri Awas Yojana-Urban (PMAY-U) scheme in the state. As of January 2025, only 12.10 lakh urban dwelling units have been sanctioned out of the central government’s target of 19.40 lakh across 409 cities by 2022. Of these, just 2.04 lakh units have been completed, while work has begun on 3.78 lakh units for the economically weaker section (EWS), highlighting that only 10.51% of the target has been achieved nearly a decade after the scheme’s launch in 2015. The survey also introduced PMAY-U 2.0, which aims to assist one crore urban poor and middle-class families over the next five years, with financial aid of ₹2.50 lakh per unit under a 60:40 centre-state sharing model.

The report further stated that Maha Housing, responsible for mass affordable housing under PMAY-U’s Affordable Housing in Partnership (AHP) vertical, has approved 10 joint venture projects, sanctioning 27,388 units for EWS and 4,521 units for the low-income group (LIG). However, only eight projects have begun construction, covering 17,076 EWS and 3,902 LIG units, while just 100 EWS units have been completed and handed over. PMAY-U promotes women’s ownership of homes and is being implemented through four verticals: beneficiary-led construction, affordable housing in partnership, in-situ slum redevelopment, and a credit-linked subsidy scheme. The introduction of PMAY-U 2.0, with additional features like affordable rental housing and an improved interest subsidy scheme, is expected to accelerate affordable housing delivery in urban Maharashtra.
