The Maharashtra Pollution Control Board (MPCB), Pune office, has issued interim directions to the Pimpri-Chinchwad Municipal Corporation (PCMC) for alleged violations of environmental regulations at its Moshi waste dumping site. Under Section 31 A of the Air (Prevention & Control of Pollution) Act, 1981, PCMC has been asked to submit a time-bound action plan addressing compliance recommendations from the National Green Tribunal (NGT) within 15 days. The civic body is required to provide a ₹2 lakh bank guarantee to ensure adherence to norms. The directions follow an NGT committee report from October 2024, which identified methane emissions from the Moshi solid waste processing site and noted gaps in compliance, such as the absence of biomining for legacy waste, methane collection systems, and comprehensive waste processing facilities.
MPCB has ordered PCMC to stop dumping fresh municipal waste at existing sites immediately, submit an action plan for biomining of legacy waste, and implement methane detector systems and fire prevention measures at the dump sites. While PCMC officials claimed ongoing biomining efforts and methane monitoring at specific locations, the MPCB has emphasized stricter adherence to environmental standards, including regular methane level monitoring and improved waste segregation. Additionally, PCMC has been directed to establish a solid waste processing plant capable of treating 100% of the waste generated in its jurisdiction to prevent further environmental violations.
