PMC Issued 20000 Notices for Illegal Constructions in Five Years but Cannot Say How Many Were Demolished
Pune Municipal Corporation PMC issued 20475 notices for illegal constructions between 2020 and 2026 under the Maharashtra Regional and Town Planning Act and Municipal Corporation Act but the civic body admitted it does not maintain records showing how many structures were actually demolished or sealed after notices were issued. The number of notices rose from 763 in 2020 to 21 to a peak of 4418 in 2025 to 26 but without any tracking of outcomes the data reveals little more than paperwork activity. PMC also spent nearly Rs 10 crore on demolition drives over six years but has failed to recover these expenses from violators despite being legally entitled to do so. City engineer PMC defended the drives saying enforcement has been conducted across old city and newly merged areas but admitted the system has significant gaps in follow up and accountability.
Activists and citizens have called the notices a mere formality saying unauthorised constructions continue to proliferate across the city despite repeated enforcement drives. Surajya Sangharsh Samiti said PMC is not doing justice to its responsibilities and that public statements about crackdowns are not translating into real action on the ground. The absence of any outcome tracking system means neither elected representatives nor citizens can assess whether the thousands of notices issued each year are making any meaningful dent in the illegal construction problem that continues to strain Pune's infrastructure planning systems and contributes to unauthorised development across the city's rapidly growing old and newly merged areas.
