PMC Warns Homebuyers Not to Purchase Properties in Merged Areas Where Development Plan is Still Not Approved
Pune Municipal Corporation PMC has cautioned homebuyers against purchasing properties in the 23 villages merged into PMC limits in 2021 where the development plan has not yet been finalised warning that buyers could be misled into investing in illegal constructions now facing demolition. Multiple demolition drives have been carried out in merged areas over the past two weeks bringing down multistorey apartments and unauthorised structures under UDCPR provisions and the Maharashtra Regional and Town Planning Act. PMC officials said building permissions in these areas are currently given as per the regional plan sanctioned by PMRDA and that no plots should be purchased or construction undertaken without prior PMC clearance.
The urban development department in February issued a notification withdrawing PMRDA's status as special planning authority for the 23 merged areas making PMC the sole planning authority responsible for preparing a fresh DP granting permissions and planning road networks. Activists have alleged that a nexus between civic officials corporators and developers has deliberately delayed the DP approval allowing illegal constructions to flourish with authorities ignoring violations until structures reach an advanced stage. Surajya Sangharsh Samiti said political influence is the root cause of the problem.
The general body meeting in June approved a proposal to begin preparing a draft DP and PMC city engineer confirmed a committee has been formed to speed up the process requiring completion of land use surveys population trend studies and housing assessments before the DP can be finalised. The initial DP prepared by PMRDA was cancelled by the state government and last year PMC was appointed as the new planning authority. PMC has warned that homebuyers must do thorough due diligence before investing in merged area properties to avoid losing their life savings in illegal structures facing demolition action.
