Rs 1,500 Crore Secured for HCMTR Land, But Defence, Railways and Forest Land Still a Hurdle

State cabinet minister on Friday reviewed progress on three of Pune's most ambitious infrastructure projects, the city tunnel network, the High Capacity Mass Transit Route HCMTR and the Inner Ring Road, directing officials to prepare land acquisition proposals for each on a priority basis and establish a dedicated mechanism to prevent stalling due to land hurdles, fundraising gaps or pending inter-departmental permissions. On the HCMTR, the minister noted that Rs 1,500 crore of the required Rs 3,000 crore for land acquisition has already been secured through central government financial assistance and viability gap funding. She flagged that the project requires land from Khadki Cantonment, the defence ministry, railways and the forest department and directed that state level meetings be held with these agencies to resolve acquisition issues and secure work permissions. Structural design and environmental impact studies for proposed tunnels in Taljai and Panchavati areas were also reviewed during the meeting.

To ensure smooth execution across all three projects, the minister ordered the creation of a digital dashboard and a dedicated war room for real-time monitoring of project progress, a clear signal that the state government is treating these as non-negotiable urban infrastructure priorities. She also called for separate detailed plans for private land acquisition and rehabilitation of affected slum residents along project alignments. Additionally, the minister directed authorities to draft an alternative traffic management plan for Sinhagad Road, Satara Road and Pashan Road to minimise commuter disruption during construction. For a city that has watched these projects remain on paper for years, the combination of secured funding, a war room and ministerial pressure may finally be the push needed to move Pune's most critical infrastructure from proposal to reality.
