After 36 Bungalows at Chikhali, Now 20 More Structures at Moi Phata Face NGT Ordered Demolition by PCMC
The National Green Tribunal NGT has directed Pimpri Chinchwad Municipal Corporation PCMC to identify all residential structures falling within the blue flood line of the Indrayani river at Moi Phata in Chikhali and demolish those found within the flood zone within three months. The order dated August 14 concerns 20 residential structures along the Ram Zara nullah located around 2.5 to 3 km from River Villa society where PCMC had already demolished 36 bungalows in May 2025 following an earlier NGT order for the same reason. The bench directed PCMC to carry out identification in consultation with the irrigation department and give affected occupants an opportunity to be heard before any demolition action. PCMC had earlier stated that the 20 structures built between January and November 2022 lacked required building permissions and that four unauthorised structures measuring 441 square metres were previously identified and demolished but occupants allegedly carried out further construction without permission afterwards.
The tribunal acknowledged that PCMC had allotted house numbers collected property tax and that MSEDCL had provided electricity connections to the premises making the residents' situation particularly complex. The bench also directed that any changes to blue line demarcation following a fresh survey be taken into account before final demolition action with structures found to fall outside the revised blue line to be protected accordingly. Owners' lawyer said only seven structures were actually affected as per earlier drawings and that the revised map in PCMC's draft development plan was also discussed with the tribunal directing PCMC to examine it. The NGT made broader observations noting that human settlements have historically developed along rivers and that blue and red flood line concepts were primarily introduced as safety measures rather than blanket demolition triggers pointing out that last year heavy flooding affected roads and streets of cities across India.
