PCMC Property Tax Recovery Falling Short, Rs 729 Crore Collected vs Rs 965 Crore Last Year With 40 Days Left

Pimpri Chinchwad Municipal Corporation is heading toward a below-target property tax recovery for 2025-26 with total collections standing at Rs 729 crore as of February 18, compared to Rs 740 crore during the same period last year and well short of the Rs 965 crore collected in the full year 2024-25 and Rs 977 crore in 2023-24. With barely 40 days left in the financial year, officials admitted that matching previous year figures appears unlikely and are now targeting Rs 900 crore through intensified enforcement including notices to defaulters, property attachments, water supply disconnections for chronic residential defaulters and publishing names of defaulters in newspapers. A recent survey added nearly one lakh new properties to the registry bringing the total to 7.3 lakh properties while over 80 non-residential properties have already been attached. One bright spot was a surge in payments from political aspirants who needed no-dues certificates to contest the recent civic elections, and a 50 percent rebate scheme for 2026-27 offered to red zone property owners who clear all pending dues has also seen a positive response from residents who previously resisted payment citing lack of basic amenities.

Deputy municipal commissioner and head of PCMC's property tax department said progress is being reviewed daily through each ward office and urged citizens to voluntarily clear dues immediately to avoid property attachment or water disconnection. The red zone rebate scheme was introduced specifically to address reluctance among residents in development-restricted areas who felt it was unfair to pay full tax without receiving basic civic services like schools, hospitals and waste management. Despite multiple enforcement and incentive measures running simultaneously, overall recovery has remained sluggish, raising questions about the structural gaps in PCMC's tax collection machinery and whether the last 40 days of intensified push will be enough to bridge a gap that has been widening through most of the financial year.
