Pune District Collector has directed police to register an FIR directly against the concerned executive engineer and contractor if anyone dies in a road accident caused by an unrepaired pothole, issuing the stark warning after Hinjawadi missed its September 30 deadline to become pothole-free. Reviewing road and traffic works in the Chakan-Hinjawadi area on Friday, the collector gave agencies a final seven-day deadline to complete all pending pothole repairs with an explicit directive that repairs must be durable and not temporary patchwork. He directed MIDC and PMRDA to jointly survey the drainage network in Chakan saying merely filling potholes will not solve the recurring problem and that a permanent stormwater and drainage system must be planned to prevent water from accumulating on roads and causing further deterioration. Action against unauthorised structures over drains and continued anti-encroachment drives were also directed with instructions that removed encroachments must not be allowed to return.
The meeting of the high-level task force also focused on traffic planning for the rapidly developing Chakan and Hinjawadi areas with the collector directing officials to use current traffic volumes, movement patterns and projected growth while designing roads, medians, U-turns and junctions on national highways rather than treating traffic data analysis as a separate post-design exercise. An intelligent traffic management system ITMS has been directed for implementation in both Chakan and Hinjawadi. The collector also directed officials to stop unauthorised halting of private travel buses, ST buses and other vehicles on highways and service roads for passenger pickup and drop, ordering that all boarding and deboarding happen only at designated bus stands or depots with PMPML bus stops on highways to be shifted to service roads wherever feasible. For agencies that have been filling potholes with temporary patches season after season, the collector's FIR warning against executive engineers and contractors is the most serious accountability signal the Hinjawadi-Chakan road management ecosystem has ever received.
